Smog Check Possible Change.
I am currently taking a CA Smog Check update course. Bottom line is the Instructor stated during his BAR Annual Instructor course some of the BAR representatives stated they are discussing the possibility of stopping the BAR-97 test. This would move all vehicles 1996 and newer to the BAR-OIS system and everything prior would be exempt (not even a visual). He said it sounded promising and possibly implemented as soon as 2017.
The main reasoning behind it was they said only 13~% of vehicles being tested were older then 1996. This few of vehicles did not justify the cost to maintain the BAR-97's current infrastructure. I haven't looked into it much, just reporting in on what I have heard.

If thats true then I am sure its a cost cutting measure. Smog shops would be screwed by this because that would mean less cars would be needed to be tested.

good to hear. hopefully it goes through.
i don't think smog shops would be hit very hard, considering the pre 1996 vehicles make up roughly 13% of their market. they might not even notice a difference. i've always thought it'd be cool to implement an enthusiast tax or exemption from the smog laws. provided your vehicle is safe, you would be allowed to run whatever swap, import any car.

This has happened because they enforced Bar97 procedure effectively. To spell it out CARB was successful in the end goal of getting the majority of older cars off the road by strictness of the tests forcing failures and causing consumers to buy newer less polluting cars. The latter part of the comment is based on their opinion. Never,ind the fact that they adjusted pass/fail numbers to cause more failures.
If you think that is not true talk to any smog mechanic worth a damn and they will tell you the numbers to pass today are stricter than previously. It's good but it's sad because it sent a lot of good cars to the yards prematurely. IMO

It is getting really hard to pass smog. In my county (Marin county SF) you used to be able to pass with 2 "Not ready" codes, then it was down to 1. Now its 0. It was a huge PITA to pass my car by the books, not to mention the drive cycle on a 97 is absolutely ridiculous.
If this goes through, 93 FD here I come |

I spoke to my buddy who is a smog tech over the weekend...
he too heard this also, but he said based on his experience that it probably happen later than sooner. he said that for how long hes been a tech that whenever something new is said or developed by the state it takes a while until it actually comes to fruition.
