Rb20 no start! Cranks and backfires once!

Well. I don't post much on here, really use this place to buy parts.

Story goes, I threw the belt off when I was trying to crank it over, I bent two valves. So I put a new head on it with good valves, new timing components, and now this thing won't start. It will crank and crank and crank, and then backfire one time. And it's a smokey backfire..?

Cliffnotes: new head, new timing components, no start, big smokey backfire.
Mechanical time is good
Yes it has compression
Yes it passed leakdown test
Yes it ran before, not very long because I just got the swap in, but yes it started and ran and revved fine

Anyways. Here it is,

Also having an electrical problem. When I turn the key off my dash lights stay on. Relocated battery. Maybe ground isn't good?
