JDM Kouki S14 Fog Lights?

I tried to search.

I'm trying to install some used JDM kouki s14 fog lights on my 97' kouki s14 yes I have a JDM bumper. The upper bracket on the lights are rubbing on the USDM bumper support, I heard this is a problem but I couldn't find anything to solve this issue. I want to keep the upper bracket obviously because the two lower studs don't seem to hold it in place strong enough by themselves.

Anybody know? Cut the upper brackets to fit? How did you guys go about doing this keeping the upper bracket.

i made my own brackets and bascially its a snug fit......................it will rub but not a lot bumper should fit good with fogs in
