Fuel Pump help

ok so i bought a 89 240sx. Still Ka24E SOHC. When i give the car full throttle it wants to bog out as if it wasnt getting enough fuel. The previous owner straight wired the fuel pump to the fuel pump relay fuse because the fuel pump would not turn on. It is a factory ka24E but previous owner put a Walboro 255 fuel pump, Maxima injectors, a Jet Chip tuned ecu to try and troubleshoot the issue of the fuel pump not coming on . Idk if any of that could be the problem. Ive tryed alot of things already. any suggestions??
