^ it's not only Virginia.
it has to do with the military or something. folks who get stationed overseas buy the cars they cant necessarily get in the states then get them imported. iirc they can get them imported cheaper and with less hassle through the military. im probably completely wrong though |

I'm Canadian so I don't know a lot about it, but I believe it's more to do with relaxed state laws over the Federal "contraband" titles these imports bring...
Common 15 year rule in Canada...I can't freakin' wait! |

True, military deployment overseas. Service members can get one (iirc) vehicle brought back here stateside without too many issues.
