Give your starter a few hits with a rubber hammer.
Then try to start your car.

this happened to me on my coupe. huge pain in the ass. i tried hitting it with a starter. i took the starter out (which is super easy) and cleaned the contact areas. i cleaned both terminals on the battery. check all my grounds and cleaned them.

after multiple times doing this i bought a used starter from someone local to me. car started right up and havent had a problem since.

you can also check the voltage going into the starter which cranking the car to see if you are getting enough power. you want to check it coming off the trigger wire.

Check your clutch interlock relay ISSD if your starter is still good. I think that's what it is on an s14. It is inside the fuse box on the passenger side in the engine bay.

Check your ignition switch....there is a harness / switch that is on the opposite site where you insert your key into the ignition that is held on by two phillip head screws. It's a round switch that has several wires coming out the back. Remove the two screws that hold the harness / switch to the ignition and the harness will pop out. Stick a screwdriver in the now exposed switch slot & turn it. You'll see your dash lights come on as you turn the switch slot. You'll need a voltmeter to test the last position of the switch. The switch part is what sends the 12 volts from your battery to your clutch interlock relay / starter.

That switch is notorious for going out on 95 S14's causing your starting problems.

ID

PS:
Before you replace your starter, take it to Pep Boy's, Autozone or O'Reileys and have them test it for you for free. Chances are your starter is probably still good...
