Does the cluster only need the speedo and tach to be a fully working cluster or is it just for parts?

Yes Sir! It was 100% working before I took the Tach (for my SR swap) and my friend needed the Speedo (His was on the fritz).

PMed! And yes all the bulbs work and its definitely plug and play for any S13, just remember the tachometer is dependent on your ECU (SOHC KA24 or DOHC KA24/SR20/CA18) since the signal can be either 8-bit or 16-bit.. Speedo works across all the standard motor swaps for S13's..
