s13 s13 cluster/sensor problem..help plz !

alright so i have an HUD in my 91 s13. the speedometer AND dash lights will both act funny, they never stay on. if i hit the dash, itll come back on for a few seconds then go off again. also, i checked my ecu for codes, and i got code 14. (speed sensor?) now, from what one person has told me, a faulty cluster can trigger that code. i was just wondering is there any truth to that? ive been searching but cannot find anything useful. thanks.

I was having a similar problem, until I swaped my dash pad and I disconnected the cluster and reconnected it again
