MAF not working

i switched my 1996 obd 2 wire harness and ecu to a 1995 obd1 , and now my MAF seems to not be working , my carr will not exceed over 2000 rpm, it will just keep bouncing do to the sensor.

i need all input on this issue.

i switched my maf to a 95 still nothing.
