Altima Fans/No fan controller?

I recently wired in some Altima Electric fans into my S13. I salvaged the fan connecctor from the old a/c fan and soldered it to one of the new fans. The other fan I wired to a manual toggle switch. For the past week the temp needle never exceeds normal operating range.

One day I was parked next to a wall and I could hear that one of the fans was on (the a/c switch was off). Does this mean that the ECU can activate the a/c fan to cool the engine automatically? Do I even need a fan controller?

Yes. OE setup on the DOHC KA kicks the fan on either with the A/C engaged or when temperature rises to a specific point. I don't remember on an S13 but for the S14 it's 202 degrees low speed, 212 high speed.
