How is the extension part of the rear attached to the housing? I'm curious if these could be easily shortened for use on an S13.

Completely different uses.
This is more of a new technology shock and has really good street characteristics, but it performs even better on track. PCV has been around for more than a decade and mostly caters to street use. DFV now replaces ohlins' PCV and for street use and light track, I would have to say there is nothing better.
