Rb20 tps help!

So I've been reading up on how to adjust this but no matter what I do when I connect a voltage reader to the middle prong it reads either 11.88 volts or 9.42 depending on where it's adjusted to. And opening up the throttle does nothing. I got a new one assuming that was bad and it does the same thing. So can someone tell me if I'm just reading it wrong or if my wiring is messed up. Or what. And I'm assuming it needs adjusted because I'm idling high still with a new iac that's clean and it likes to hesitate when full throttle.

The supply voltage to the TPS is 5V from the ECU. If you're reading 9-12V, I'd say there's a wiring problem.
