Anybody know what body mod this is called and where I can have it done in O.C. ?
I have a stock 95 SE and would like to make it look like this

You never even specified which body mod you were talking about. There's the body kit itself, the rolled fenders, the molded rear bumper, etc... If you don't specify what the fuck you're talking about nobody can answer your question. Also, there IS the "small questions thread" which was created for exactly this purpose. Wasting time and bandwidth is frowned upon around here, you should know that by now...
