I have a 17x9 +15 wheel, and the rear fenders rolled, will a 265/40/17 fit back there w no rubbing?

With appropriate camber.

Well im also on sportlines, the camber is prolly as close to stock as it can be adjusted im guessing. Maybe that will help?

265/40/17 will still rub once in a while. Not too bad.

Will 265/40/R17 rub if it's on stock springs/height, no coilover +30 offset?

It shouldn't rub, but you'll probably be able to rockclimb.
