Odd hydro issue. *searched*

I have a PBM hydro with a willwood .75 master. Lines go from z32 master in car to willwood master at handle. From willwood to passenger side junction to rear. Went through the bleeding process as followed

Pump brakes
Crack bleeder
Pull hydro
Close bleeder

Issue is handbrake feels great until I touch pedal, and then everything locks up. Hydro is solid and rears are locked until a bleeder is cracked. Thought it was air so I used a vaccuum bleeder but got the same results.

We just put the exact same setup in a friends 240 and it literally took 20 minutes and hardly any bleeding, and the hydro works great. The only difference is I'm running a z32 master and his is stock. I read something about a proportioning valve in a z32 master that needs to be removed?

Any help appreciated
