Help!! Dual cam swap no spark!!

Whats up, I have an 89 hatch that had a single cam and was automatic, i did a dual cam swap with an s13 engine and 5 speed swap but im not getting spark from the external coil but it does turn over and all the lights work, i got a new ecu, distributor, cap and rotor, and coil and i checked the igniter chip with the one from the single cam that i was running before and still nothing. And i did splice the two lower gauge wires that you have to splice when you do a 5 speed swap. There is signal coming from the dash harness to the ecu but after that idk what happens. I looked over all the fuses and they are not burnt, i did burn through a fuel pump fuse while trying to start it but i replaced it. Any help would be appreciated.

Also, the plugs to the distributor and coil are getting constant power but i just checked that with one of those electrical probes
