s14 S14 cluster lights and front/rear marker lights?

I let my brother borrow my car for a month and when he went to give it back he tried to start it up and there was no power. He hooked up jumper cables and got it started. Got to my place i tightend the ground on the battery and it starts fine but the cluster lights and front/rear corner lights stay on even with the key out. I know theyre all related somehow cause I find threads on peoples lights all not working. Any ideas?

What links all of these lights together? I've seen threads where all of these lights go out at the same time so I know there is a relay or something that links them together just don't know where.
