Sr20det turbo issues

Ok im posting on here due to my friend having some boost issues. He has a 95 240sx with a sr20det and it recently went from boosting normal to instantly boosting just after about 5mph at 3.5 to 4lbs of boost. We are thinking it is a vac leak causing the problem but arent 100% sure. My civic had a manual boost controller and when it busted the car would instantly boost from start and push 15+psi so i bypassed it back to the intake mani where it ran a fixed amount of boost at 5psi but not knowing common boost leaks just wondering if anyone else knows why its doing this? The car is controlled at 13psi and doesn't go over so we just wanna know where to check first.

if boost suddenly drops on an internal gate turbo you inspect the internal gate mechanism

Thats the thing there is no loss is boost its just there is 3.5 to 4psi from the very start and fully boosts sooner. Like there should be that lag where there no boost to a certain rpm but now there is boost building from a idle almost

SO inspect the gate, something changed at the gate, or you have acquired an exhaust restriction in an odd place or something has changed in a part somewhere for better or worse and you are about to find out the hard way.

I figured it would be a vac leak like my civic had there at the boost controller
