Hey guys.

I'm still learning PHP and could use some help.
I'm working on a project and trying to implement something.

Pretty much, just trying to create a PHP function to generate the 'year' based on when the user registers.
Date is set to July 31 but..
If the user registers before July 31, PHP should set the current year.
If the user registers after July 31, PHP should set the following year.
