Tachometer "sticking" w/ engine noise

Hi folks! First time posting here since my introduction post.

I just purchased an unmolested '97 that needs some TLC in a couple of areas. Nothing too crazy, but this one thing has me a bit confused. Check out this youtube video:

The tach appears to be "sticking" between 2500 and 3000 rpms. I have heard of the infamous s14 tach issues, but i'm also hearing a sound from under the hood that sounds like a rattling heat shield, and this sound only seems to happen during those moments that the tach is sticking.

I'm not convinced that there is a cause/effect relationship between these two things though. I have a friend coming over to help me poke and prod, but I thought i'd see what the community has to say, in case this is a common thing. Any ideas?

update... the rattle was simply the exhaust splash shield. So yeah i'm assuming this is just a wonky tach.

could be a lot of things.

tranny sensor/ signal wire/ cluster itself

tranny sensor would only affect the speedometer though, right? Doesn't the tach get signal from the from the low voltage side of the coil?
