ONE WHEEL WAS REPAIRED IN JAPAN, THATS HOW I GOT THEM. REPAIR LOOKS GREAT, HONESTLY JUST NEED TO BE REFINISH.

No its almost like corrosion. I was able to clean most of it off on one of the wheels.
