my hydraulic E break would be generating it's own pressure after it is set

Any idea why my hydraulic E break would be generating it's own pressure after it is set where I need it? I have had it looked at and bleed by 3 different people one of them vacuum bled it. Still the same pressure builds up after half a lap or so. So much pressure that you can't even pull the handle. Car slowed down as soon as I let off the gas. I have all ready bought and installed a new master and that did not help. No lines are crushed. I'm thinking go with the best brake fluid now to see see if it's getting hot and expanding for some reason? Any where else I can look at? Thanks
