S13 SR IAC/FIAC wiring issues

So I've re-wired an S13 SR20 harness to work with my 1995 S14 chassis. I've done it successfully, except when I went back in for the final "delete" of unused wires.

I'm not having any control over the IAC with my AEM anymore (there is no error duty visible and nothing changes with IAC connector plugged in or not)

from what I understand:

4 wires:
1) black/yellow - 12v for IAC (continuity is good between pins)
2) sky blue - ECU signal for IAC (continuity is good between pins)
3) blue/green - FIAC??
4) blue/red - FIAC??


AAC valve and FICD - 4 pins, 2 pins per row X 2 rows, connect to the idle control system subharness, the FICD pins are for the AC and are not needed
1 - Blue/Red, FICD ground, goes to the Small Grey Plug, not needed
2 - Blue/Green, FICD power from AC relay, from the Small Grey Plug, not needed
3 - Sky Blue, AAC valve ground, connect to pin 113 of ECU
4 - Black/Yellow, AAC valve power, connect to switched power at the Big Grey Plug

I have the 2 FIAC wires cut and leading to nothing, because from what I know it's for when the AC is kicked on. There is no AC in my car.

does the FIAC wires NEED to be wired to something? If so, where?

Where is my issue here? I've done plenty of searching and come up with dead ends with similar problems.
