s13 Windshield Wipers not working on Variable (92 Nissan240sx)

My car:

1992 Nissan 240sx
Red Top Sr20det - Stock
Fmic
Lowered

The Problem:

So basically when I turn my windshield wipers on, on the variable setting they do not work. When I use the sprayers, the sprayers work but the wipers do not move. The wipers only work on medium and fast. If I turn the wipers off mid wipe they stop and do not return to the "rest" position.

What I have done so far:

A year or so ago, I replaced the wiper motor and the wiper amp (green box near master cylinder). As well as rewiring the wiper motor.

Fairly stumped and do not know where to look. going to look at the wiring under the driver side fender tmrw. Any ideas would be great.

Maybe the switch is broken. The actual arm on the steering wheel. Have you checked that? Can get them Fairly Cheap

Make sure the ground is good as well. I'm in the middle of a fuse box relocation and when I tested my lights, wipers, etc...to make sure I wired them correctly, the wipers did the same thing. Low and behold my ground was not connected.

The ground for the fuse panel near the battery? Makes sense one of the grounds that goes to the one near the batter was loose not to long ago. I will check that again

Like I said, I'm in the middle of rewiring/relocating fuse boxes. I have a 1990 hatch, if your chassis is similar, I'd be glad to help ya out and take pictures, seeing how it's all torn apart anyway.

according to the 91-94 wiring FSM diagram, the TCU (time control unit) "that little white chime box" has the circuit tied into the wipers circuit. check that.
