United States threatening to leave the Global Postal Union

Smaller countries are paying less than more ‘economically developed’ countries.
US seeking updated regulations to even the playing field.
USPS reporting loss of +$300 million to other countries from 2016-2017 from terminal dues alone.
US State Department has submitted a proposal to self-declare international shipping rates.
Unless the Universal Postal Union agrees to terms by September 30th, United States postal will be on its own as of October 17th.
