i just have a qustion even tho its sold.. did that actuator fit the t25 or can i use the t28 actuator on a t25 ?

the actuator was for a t25. i'm pretty sure they make a different one for a t28

What are the clocking adapters used for?

They are used for instance when you want to run a bigger turbo like 2871r it clocks it back to the stock position for piping purposes. You need them running that turbo on an sr20
