internet explorer just tells me it can't load the page, to diagnose a connection problem????

I'm using Mozilla and it happens to me too. I don't think it's a browser issue

this is what i get...

running on Win XP SP 3, IE8.

i think this only happens during peak hours because i was using this earlier today in the morning/early afternoon and it was fine. now. ~7pm EST i get this message.
