Need help identifying what exactly this is and does. Black wire on ignition switch?

I have searched and have had no luck. Checked the FSM and wasnt able to determine what exactly this wire does..Hell i dont even know if wire is the appropriate name to identify what this is. Anyhow...what is this and what is its purpose?

Auto shift lock, prevents you from removing the key when the car is not in park.

thank you for the clarification, the owner of the car before me did a hack job with the wiring...the car was an auto to manual conversion so I was clueless as to what it was. Its snipped after about 4 feet, should i leave the wire as it is or remove it?

It's actually a cable not a wire, I would disassemble it at the cylinder and pull out the lock. Although I have no idea how the mechanism works.
