What is this part?

Doing a rebuild and found this sitting in my seat, i think it must have fell off a larger assembly or something and i didnt notice. Not sure what it goes to and dont wanna put anything back together until i know. Thanks in advance

don't torque it past 50ft lb!!!!!!!!!!
and try to get a longer bolt if possible. many ppl strip those threads out for the idler sprocket
