I didn't know sr's are capable of passing emissions test. Along with your exhaust set up.

I believe most states only require you to pass a scan tool. no check engine lights, means you pass. only Nazi states like California make you run on a dyno with a sniffer and all the other b/s.

Colorado is not one of those states, we require dyno-based emissions testing for most modern vehicles (depending on county). I don't think he listed a downpipe as oneof the mods so if he got the car to pass the sniffer and OBD that's interesting. I haven't read up too much about getting SR's to pass in CO.
