ka24de igniter pin voltage/ground question have pics.

the car randomly turns off. when it does I get no spark out of the ignition coil. let car sit and then turns on sometimes, get my power probe and apply voltage to Igniter circuit (resistor and condenser Black wire) and car turns on. i am testing the entire ignition circuit and there is one wire i am unsure of. the white wire in the power transistor (igniter)

Need to know what is the correct signal (white wire) for this one specific wire. according to the wiring schematic looks like its a ground signal but here is what im getting:

Engine OFF Ignition switch turned on GROUND signal
Engine running at idle I get 1.3 volts fluctuates to 11V
Engine running and hold RPM to 2k signal fluctuates signal fluctuates 3 volts to 11 volts

I have a 91 240sx stock DOHC
I suspect either wiring issues voltage to ground or ECU problem
