S13 Cluster Lights Flashing on/off

Alright I need all my expert wiring and tech heads to help on this.

S13 240sx - was a dohc manual - analog cluster

So I took my dash out and flocked it and when I went to test everything before putting it back in I noticed my cluster lights were flashing on and off when I turned on the lights. So I pulled the connectors and tested the pins, found a Y/G wire that fluctuated between 0-0.4 volts back and forth. Followed the wire and it goes to the automatic seatbelt control module under the center console, de-pinned the Y/G wire and tested the pin directly from the module.. same thing 0-0.4 volts. I replaced the module and it does the same exact thing only at 0-0.15 volts. At this point I?m lost, hoping you guys can help me out. What could cause the wire to pulsate like that? Any good advice is appreciated.

Do the lights stop flickering when that wire is de-pinned?

Already checked the grounds, cut the ground wires and grounded them directly to the chassis, still did the same thing.

I'm assuming you mean when the wire is de-pinned from the seat belt module? that's actually a good point, I'll have to try that when I get home. But my guess is if I de-pin the wire from the seat belt module I won't have cluster lights at all.

Technically the cluster lights are tied into the rest of the illumination lights like hvac, parking, tail lights. The wire you are depinning controls the seat belt warning light.

did you check the dimmer potentiometer?

If everything was previously unhacked and all you did was remove and replace I would think it is something simple. If anything use a q tip and clean all contacts and ensure all 3 connectors are seated well. Might as well pop off cover of cluster and check out insides while it's out too if still having issues.
