Notchtop Sr20det won't turn more then 90 degrees

Hey, I got an s14 sr20 that has not run in years (but ran fine back then). Tried to hand turn it and it turns about 90 degrees before hitting what feels like a hard stop in either direction (didn't force it). Boroscope in all cylinders don't show anything amiss. Transmission in neutral, all belts off.

I guess the only thing it could be is timing chain, maybe something seized with time and won't play nice anymore. I'll pull the valve cover but was curious if anything came to mind.

could be a stuck valve too
