SR20 Turbo Outlet Question

New to turbocharged cars... upgrading my Silvia's exhaust system. What is the pipe coming out of the stock turbo outlet pipe? Is it Exhaust Air Injection or some people say EGR?

If I am installing an ISR turbo outlet what do I do with the pipe and the mechanism it's connected to?
