Yes and yes it is used to turn on E-fans.
Thats what I used it for. It wires in to the OE temp sender and has a 2 stage trigger.
Meaning: at 1 temp it will turn on one fan and at a higher temp it will turn on both fans. Or you can have it turn on both fans on low at one temp and both fans on high at another temp. You can also program a turn off temperature and it has a warning light for too high temps too.
