You are correct, the S200SXE should support just north of 600whp with a maximized setup (cams, intake manifold, E85, etc).

The 62mm compressor wheel will definitely meet your 650whp goals, even with the smaller 76mm turbine wheel. That will be an extremely quick spooling turbo on a 2JZ. We've made 650whp with a two liter on the old S362FMW. I would recommend the 1.00 turbine housing since it's a larger engine.
