You're right...you can sell a car with a certificate of origin (no bond release) but the car can then only be used off of public roads (ie: because racecar)
Your buddy is looking to have his car seized if he's actually driving it on the road regularly....
Rules is rules...I'm sure if you don't put up a pic or send proof of legality to a mod, then Dorkidori will be locking this up pretty quickly....
