Having worked in Gov Contracting for years I've seen dozens of people wrote up, reprimanded and terminated over data violations. Forwarding internal only memos, improperly storing test reports or just plug in external USB devices.
Computers and servers get seized, people get terminated. In one instance records previously classified "official use only" got upgraded to "classified" because of a related but detached program. 6 desk tops and 3 server units got seized without compensation.
I can't image anything the Secretary of State did via email would be considered public information, so having an offsight server would get you instantly terminated and likely brought up on criminal chargers for anyone in any other position.
