There is a very specific driving pattern in the FSM that you should follow. I had the same problem with my 97 a few years ago. Following the pattern cleared everything up in two trips. I think my original problem was that my regular commute was too much highway, not enough stop and go.
If you don't have a copy of the FSM, just search for "240sx emissions drive cycle" and there should be a few images with the pattern listed.
