Is the anchor seated fully in the knuckle? Like all the way down? Is that spacer clamped down tight, or can it move around?
The bore in the knuckle can have a bunch of rust buildup that prevent the anchor from seating fully. When I added the drum brake to my S13, I had to clean up the bore with a Dremel.
