so lets put on our thinkin' caps. Sounds like starter doesnt get enough voltage to turn it over.
Why does the starter work when the battery is 'nearby' and not when it is 'far'? How you gonna fix the issue?
Also, those voltage readings are low. That's why I said you battery is dead. Sure it might be 'new', but it's still dead. Anything under 12.4v or so is no good.
Maybe you have been doing a bunch of testing and whatnot which is draining it.
