I live in Arizona and have a s13 coupe with an SR20 and am desperate need to pass emissions I have a full 3 inch exhaust with no cat and Was wondering if I put a cat in or had to just get a whole new exhaust just so I can pass and what else will help me pass?

Or if you know of any other ways I can pass

I have cash if anyone can help me out getting this car registered, THanks.
