this is a used HKS Super Sequential Blowoff Valve (SSQV). not sure what car it came off of, but it comes mounted on a 2.5" dia pipe. Got the BOV from a friend who had it installed on his miata. its in perfect working condition. The flange i assume could be re-used if the pipe is cut and ground off with proper tools.
