as for OBD-II EPA regulations went that all cars had to be OBD-II by like 94 or 95

Secondly where are you located guys from your area may have more info for passing emissions there

95s are OBD-I. Most emissions testing facilities do not perform a plug in on 95 and older vehicles. Your state may differ, check the local laws. Engine swaps of any kind are not legal, and will not pass theoretically. Keep the KA and get off the bandwagon.

95 was the test year for the 240sx...had the obdII diagnostic ports but some were not physically wired, so a brief look will make you think all 95's are OBD I but try plugging in the comptuer and you'll find out

so no, not all 95's are OBD II

96-98s are OBD-II, and there is no conenction the OBD port if you use an SR/RB/CA ECU. If they plug in they'll get a dead reading. Simple.

by that list, it would seem that all 1995's are obd II compliant...
