No fuel no spark?

I just finished putting everythig together on my Redtop S13. Everything is done. I just bought a new optima redtop battery and I have some issues. The vehicle was an automatic, I swapped to manual. The problem I am having is the starter cranks, it sounds like the engine wants to start. However, there is no spark and no fuel. Does anyone have any ideas what could be the problem? I checked all of the fuses and they are fine. Also, when I take out the key the car stays on? Whats going on?
