How to get started?

Yes im not really sure what im suppose to do and how to start. Wanted some input on what to do. I have included some pictures to help everyone out with. Well this car is old and u gessed it an S13. And the problem is RUST. Oh gawd rust. This is the only bad part about the car, and also underneath the notorious foam wing. But back to waht i wanted to know about. How to get started on this problem. What would i need and how much would it cost to get it done somewhere, or done myself. The first picture is the side view of the car and the others are the upclose pictures of the holes.
