cam marks not lined up with chain links

this is an s14sr20det. I cant for the life of me get the timing to mach from my ecu talk reading to what i see on the gun. I can get the ecu talk to read 15 btdc, but the crank pully will show 20, and thats with the cas adjusted all the way one way. below is a picture of the engine at tdc. the chain is clearly off, but they are the correct number of links apart. http://i105.photobucket.com/albums/m229/johnw1415/IMG_2068.jpeg

is there any way to adjust this, or does it need adjusted? can you like take the chain off and spin the cams over one link?
