Quick z32 maf voltage question

So I've searched and I just want to make sure.

I tested my z32 maf with just ignition on and it read 0.52-0.54v

Idling it was a little over 1v.

Is that mean its a bad maf? Car won't rev above 2500 or so... Enthalpy tune.
