Cruise Control

So i haven't ever gotten my CC to work. When i hit set the light comes on on the dash, yet when i let off the gas it doesn't set. The brake and clutch are fulling pushing the switches, so i know it has nothing to do with that. the cable connection to the throttle body lock seems fine, and the hose isn't cracked. does anyone have any idea why it isn't setting?

Just wondering, is it a s14 by any chance? because I have the same problem in mine! and A few of my buddy's with s14's have never gotten it to work either.
