mine only lifts a tiny bit. if i apply a vacuum it lifts completely.

Should only a very slight amount. If you push it in yourself (slight amount) while the car is running does your engine want to die? If so it's probably working right. Or maybe you have a vacuum leak in the lines.

it stalls the way it should but i had the idea the diapragm lifts quite a bit when you rev engine. does the diaphragm ever lift a lot under certain driving conditions?
